The first phase of the lightrail project was approved and construction will begin on 2008 at the earliest point, with the completion date target on the 2010. The Secretary of Transport and Public Works said in the press conference after hearing opinions from the public duing the consultation period.
The light rail system will be elevated above the city's traffic, and features 23 stations over a total line length of 20 kilometers. The lightrail system will operate 19 hours a day when in operation. There will be a 3 minutes interval between rush hour trains. This will brings a maximum of 8,000 passengers can be moved hourly in each direction during rush-hours.
The LRT network will consist of three lines:
1) Loop Line - a circular route on the Macau Peninsula with connections to the Macau-Taipa Line
2) Macau-Taipa Line - the line would be a route with connections with the Airport Shuttle Line on Taipa and the Loop Line on the Macau Peninsula via Sai Van bridge.
3) Airport Shuttle Line - a spur line of the Macau-Taipa Line and used to connect Macau International Airport with the rest of Macau.
Until now, there are currently no railways in Macau. A proposal was made to link Macau by extending the Guangzhou Railway to Cotai through Hengqin Island.
澳門特區政府宣布,澳門輕軌系統首期方案已確定,並將成立專責項目組,爭取2008年進行公開招標動工興建,預計2011年底竣工。澳門特區政府運輸工務司司長劉仕堯表示,在進行廣泛諮詢和收集意見後,興建輕軌計畫條件已基本就緒,特區政府將盡快展開相關工程招標工作爭取2008年下半年動工。特區政府將成立專門項目組,負責統籌、協調與管理輕軌計畫, 為更有效推動輕軌系統落實。
輕軌首期工程會建設一條全長20公里路線,雙向行車軌道由關閘站經西灣大橋到達北安碼頭站,沿線合共23個輕軌站。

工程投資額約為120億澳門元,需時8年,輕軌系統採用地底及架空結合方案,以免影響澳門歷史城區的世界文化遺產景觀。採用類似新加坡輕鐵的列車每列2~4卡車廂, 每卡可載客90人, 西灣大橋已預留通道供輕軌使用。
